Kirklees Council

The Council has over 18,000 staff working across over 600 different professions and trades and spends £170m per year on goods, works and services provided by other business organisations. The Council also works closely in partnership with other local and regional public bodies.
The Council has committed itself to using Sell2Kirklees in order to support small and medium sized businesses and ensure that local businesses have an opportunity to make themselves known to Council buyers as potential suppliers. Sell2Kirklees forms part of our plan to provide 'Real help now' for businesses affected by the recession.
We will use Sell2Kirklees to find suppliers and service providers primarily where the value of a contract or sale is less than £15,000.
For contracts valued above £15,000 we usually advertise opportunities on the regional Supplier and Contract Management System portal so you should also register there is you are interested in more extensive business with the Council.

University of Huddersfield

As a publically funded body the University is subject to the Public Procurement Regulations 2006 (known as the EU Procurement Directives) and it is required by law to advertise all contracts above the public procurement thresholds in the OJEU (Official Journal of the European Community).
The University is an advocate of collaborative procurement and is a member of the Universities regional consortia the NEUPC (North Eastern Universities Purchasing Consortium).
Some of the collaborative procurements used by the University are done on a national basis and Pan Public collaborative contracts are now on the agenda.
The central procurement team oversee all procurement activities within the University and strive to obtain the best value for money from all its procurements. The Financial Rules of the University dictate that for all works, goods and services where expenditure exceeds £25,000 a formal tender procedure is initiated. For all expenditure below £25,000 and above £3,000 the University is expected to get a minimum of 3 quotations.
The University is a major player in the local West Yorkshire economy, spending 60% of its non pay spend within the region.
Furthermore the University prides itself in being open and transparent in all its procurement activities and without prejudice will encourage all businesses large or small to apply to be considered as a supplier to the University although it cannot guarantee business to follow.
The University recently signed up to the early payment of Suppliers charter and currently pays 90% of its invoices within 28 days of receiving the invoice.

We cannot guarantee business to local suppliers, but we will work towards ensuring that local businesses are aware of our requirements, do not have unnecessary barriers put in their way and are treated fairly.

Greenhead College

We provide full-time advanced courses (A-level and Applied GCE) for students aged 16-19. Our excellent examination results are outstanding for a college of our type, placing us first nationally in the 'Sunday Times' Sixth Form Colleges' performance tables. In October 2004 we were re-named a Beacon college and our 2007 Ofsted inspection report remarked that "The quality of provision is outstanding and has improved further on the high standards reported in the 2004 inspection."
The college strives to purchase from local business whenever possible and will offer local business the opportunity to supply quotes and tenders for College contracts.

Kirklees Active Leisure

Kirklees Active Leisure (KAL) was established in April 2002 and is a Charitable Trust, formed as a company limited by guarantee. KAL is independent of Kirklees Council, but works in close partnership with the Council across a wide range of initiatives.
Kirklees Council agreed to establish KAL to operate the Council's sports centres and swimming pools following a detailed review of sport and leisure facilities across the Kirklees district, wide consultation with customers and non-users, and a Best Value review.
Whilst the Council retains ownership of the centres, KAL is responsible for the management of the facilities and the development of activity programmes and services. KAL's relationship with the Council is guided by a 10 year lease agreement, initially until March 2012. In addition, the Council and KAL have also signed a "statement of understanding", which summarises mutual aims intended to improve the service provided and the facilities available, while at the same time meeting the needs and aspirations of the people of Kirklees.
KAL manages 11 main sports centres and swimming pools, as well as a number of smaller satellite sites. The Trust employs c.902 employees (c.230 full-time equivalents) and has an annual turnover of some £10m. Importantly every surplus pound that KAL makes is reinvested back into the service that the Trust provides.
The organisation is governed by a committed group of Trustees, keen to see KAL continue to develop progressively in the future. Trustees come from a range of backgrounds and bring a mix of skills to the strategic direction of the Trust. The Board of Trustees is Chaired by David Heddon, former Regional Director of Sport England.

West Yorkshire Fire and Rescue
http://www.westyorksfire.gov.uk/West Yorkshire's fire and rescue authority has been judged by the Audit Commission, in the Fire Service Modernisation Report 2004, as one of the most forward-thinking in the country. It is a ranking shared only with London and Staffordshire. The Authority is an independent body with a legal duty to provide a fire and rescue service that meets the needs of local communities. It also has responsibilities regarding the enforcement of fire prevention, petroleum and explosives legislation.
The authority is made up of 22 people who are appointed annually by the county's five district councils: Leeds, Bradford, Kirklees, Wakefield and Calderdale.

Use of Consortia and other buying organisations
The West Yorkshire Police make use of a variety of different contracts awarded by consortia
and other buying organisations including OGC and YPO. Some contracts are awarded on a
national basis for use by all police forces in the UK.
